What HIED Holds for Every Plant in Hawaiʻi
For each generating and storage facility in Hawaiʻi, HIED holds the plant's nameplate and operating profile, its heat rate, its fuel and fuel storage, its consumption, each permit and the authority behind it, and the last filing that touched it, each value tied to its source. One unit, as an example:
| Kahe Generating Station, Unit 5 | Value | Source |
|---|---|---|
| Owner; location | Hawaiian Electric Company; 92-200 Farrington Highway, Oʻahu | EIA-860M (June 2026); Honolulu DPP Permit A2015-06-0623 |
| Technology; fuel | Oil-fired steam turbine; low-sulfur fuel oil | EIA-860M (June 2026); Docket No. 2020-0187, F-174329 |
| Nameplate; in service | 134.9 MW (128.1 MW summer and winter; 55.0 MW minimum); December 1974 | EIA-860M (June 2026) |
| Planning rating | 134.58 MW maximum, 50.4 MW minimum net output | Hawaiian Electric IGP Draft Inputs Workbook 1 v2 (June 23, 2026) |
| Heat rate | About 10,320 Btu/kWh at full load (HL&P calculation from the filed fuel-use curve) | IGP Draft Inputs Workbook 1 v2; Docket No. 2024-0057, F-315056 |
| Cold start | 12 hours | EIA-860M (June 2026) |
| Fuel storage | Kahe tank farm, Tanks 11–14: 458,446 barrels recommended maximum fill (HL&P sum of filed tank values) | Docket No. 2020-0090, F-171801, at 12–13 |
| Plant output, 2025 | 2,809,367 MWh net, Kahe Generating Station | EIA-923 (May 2026) |
| Air permit | Covered Source Permit No. 0240-01-C, Department of Health, Clean Air Branch (Haw. Admin. R. ch. 11-60.1) | Docket No. 2008-0273, F-122814, at 35–37 |
| Last filing on the unit | Hawaiian Electric Annual Calibration Factor Report for 2025, filed March 13, 2026 | Docket No. 2004-0113, F-338979 |
HIED reads the Commission's docket, the Department of Health's air permits, county permits, and the federal registers every day.
HIED — the Hawaiʻi Integrated Energy Database
HIED is HAWAIʻI LAND & POWER's working record of the energy sector in Hawaiʻi: the Public Utilities Commission's dockets — orders, filings, information-request responses, and Integrated Grid Planning modeling inputs — the statewide registry of utility-scale generating and storage facilities, and the federal, state, and county law and permits that govern each of them. All of it is connected. Every statement and every numeric value is dated, tied to the filing it came from, and cited in Bluebook form; every facility in the registry is tied to its owner, fuel, capacity, status, operating profile, and location.
Because the record is joined, a question can be put to it across dockets and across years — what the Commission has required of firm generation, how a term treated in one proceeding was treated in the next, where the record disagrees with itself — and answered from the record, with the citation.
As of 2026-10-18, HIED holds 561,897 dated statements, 714,405 points of fact, and 1.75 million relationships among them, and it grows each day by the minute with each filing as it is filed; its meaning index holds 1.3 million passages, each placed so that passages that say the same thing sit near one another whatever words they use. Taken together, the layers run to more than 3.7 million indexed passages, facts, and relationships, with 98 facilities and 303 units in the registry and 189 instruments in the law and permit catalog.
HL&P built HIED and maintains it. The Law & Permit Library, the Permitting Timeline, the Docket Digest, and the fleet map on this site are drawn from it, as are HL&P's filings and proposals.
Law & Permit Library
The library holds the federal, state, and county law and permits that govern power plants in Hawaiʻi, organized by jurisdiction and agency, with the governing citation for each.
